The deceased, Hon. Lawrence Okumu, was representing persons living with disability in the council.
Amuru district LCV chairman, Michael Lakony with deep sadness said on Thursday that it is hard to believe that the district lost him at a time when they had already secured an ambulance to refer him from Lacor hospital to Nsambya hospital for better care.
Lakony described the deceased as a vibrant, focused and very eloquent man who will dearly be missed.
